House Bill 25-1029 expands municipal control over land outside city limits, giving cities the same full police power and jurisdiction over land acquired for open space and natural areas as they currently have for parks, parkways, and roads.
Specifically, this bill:
- Grants cities full police power over land outside their municipal boundaries, even if that land is not open to the public.
- Allows municipalities to regulate and restrict development within 300 feet of their acquired open space.
- Expands city authority over roads and infrastructure surrounding these lands.
HB 25-1029 is a massive government overreach that gives cities unchecked power over land they do not own within rural and unincorporated areas.
My Thoughts on This Bill
This bill is an outrageous power grab by Colorado cities at the expense of rural communities, private property owners, and local control. The last thing Colorado needs is big-city politicians dictating how land in unincorporated areas should be controlled.
Why HB 25-1029 Must Be Stopped
❌ Government Overreach on Private Land – This bill allows cities to impose regulations on land they don’t even own, restricting development and private property rights far beyond city limits.
❌ Rural Communities at Risk – Colorado’s small towns and agricultural lands should NOT be subject to city-imposed restrictions on land use and development.
❌ Gives Cities Unchecked Power – Under this bill, cities can police land that isn’t even open to the public. If it’s closed, why should they have control at all?
❌ Attacks Property Rights – This law would set a dangerous precedent where city governments can expand their jurisdiction indefinitely without voter approval.
Protect Private Property & Local Control
Colorado’s rural land belongs to the people who live there—not urban politicians. HB 25-1029 is a blatant land grab, designed to let cities expand their influence without accountability.
📢 Tell your legislators to VOTE NO on HB 25-1029! We must defend property rights, local control, and rural Colorado.
