Summary of Colorado House Bill 25-1102
House Bill 25-1102 repeals Colorado’s participation in the National Popular Vote Interstate Compact (NPVIC) and restores the state’s electoral votes to reflect the will of Colorado voters rather than a nationwide tally.
Currently, under the NPVIC, Colorado’s electoral votes could be forcibly assigned to a candidate who did not win the state’s popular vote—effectively silencing Colorado voters in favor of larger, more populated states like California and New York.
By passing HB 25-1102, Colorado will withdraw from the National Popular Vote agreement and ensure that the state’s electoral votes are awarded based on the actual votes of Coloradans—not the influence of coastal elites.

For too long, radical leftists have tried to dismantle our Constitutional Republic in favor of mob rule. The National Popular Vote scheme is nothing more than a power grab by Democrats who want to eliminate the Electoral College and silence the voices of smaller states.

🔵 Defends the Constitution – The Electoral College is enshrined in the U.S. Constitution for a reason: to ensure fair representation for ALL states. The National Popular Vote is a radical end-run around the Constitution that must be stopped.
🔵 Preserves Election Integrity – When votes from one state determine the outcome in another, it opens the door for widespread fraud, manipulation, and disenfranchisement. NPVIC forces states to rely on other states’ election security—or lack thereof.
Without HB 25-1102, Colorado Loses Its Sovereignty
By remaining in the National Popular Vote Compact, Colorado effectively cedes control of its elections to large, liberal coastal cities. Why should Denver, Colorado Springs, and rural communities be dictated to by San Francisco, Chicago, or Washington D.C.?
