Summary of Colorado Senate Bill 25-003
Senate Bill 25-003, introduced in the Colorado General Assembly, seeks to ban the manufacture, distribution, transfer, sale, and purchase of “specified semiautomatic firearms,” effectively outlawing a broad category of commonly owned rifles, shotguns, and handguns. The bill defines a “specified semiautomatic firearm” as:
- Any semiautomatic rifle or shotgun with a detachable magazine.
- Any gas-operated semiautomatic handgun with a detachable magazine.
This legislation criminalizes the possession of these firearms, making the first offense a class 2 misdemeanor and subsequent offenses class 6 felonies. The bill also:
- Allows only limited exemptions for law enforcement, military, and historical museums.
- Prohibits the possession of “rapid-fire devices” (bump stocks, trigger cranks, and similar modifications).
- Grants the Colorado Bureau of Investigation authority to deny firearm transfers to individuals previously convicted under this law.
If passed, the bill would take effect September 1, 2025.

What part of “shall not be infringed” do Colorado Democrats not understand? Senate Bill 25-003 is not about safety. It’s about control—a brazen attack on the constitutional rights of law-abiding Coloradans. The Second Amendment is clear: “the right of the people to keep and bear Arms, shall not be infringed.” Yet, here we are again, watching progressive politicians trample on the fundamental freedoms of their constituents.
This bill is nothing short of a backdoor gun ban. By prohibiting the most commonly owned self-defense, hunting, and sporting firearms, Colorado Democrats are effectively disarming law-abiding citizens while criminals—who, by definition, don’t follow the law—continue to wreak havoc on our communities.
The Truth About “Semi-automatic Firearms”
SB 25-003 deliberately misleads the public by using fear-mongering language. The vast majority of firearms in American households are semiautomatic—this includes hunting rifles, home-defense shotguns, and handguns carried by responsible gun owners. This bill bans standard firearms used by millions while claiming to “increase public safety.”
If “semiautomatic firearms” are so dangerous, why are law enforcement and government agencies exempt from the ban? The answer is simple: this isn’t about public safety—it’s about creating a two-tiered society where the government is armed, and the people are defenseless.
Colorado’s Crime Problem Won’t Be Solved by Disarming Citizens
This bill does nothing to address violent crime, which has surged in cities like Denver and Aurora. According to FBI data, states with stricter gun laws (California, Illinois, New York) still have skyrocketing crime rates. Criminals do not purchase guns legally—they steal them, buy them on the black market, or build them illegally.
The real problem? Soft-on-crime policies and revolving-door justice systems that let violent offenders walk free. Instead of enforcing existing laws and locking up criminals, Colorado Democrats want to criminalize responsible gun owners.
This Bill Violates the Supreme Court’s Rulings
In D.C. v. Heller (2008) and Bruen v. New York (2022), the Supreme Court ruled that the government cannot ban commonly owned firearms. This bill blatantly defies these rulings, setting the stage for costly lawsuits that Colorado taxpayers will have to fund.
Enough is Enough: What Can Be Done?
- Fight this legislation. Contact your state representatives, demand they vote NO on SB 25-003.
- Prepare for legal battles. Gun rights organizations like the National Rifle Association (NRA) and Gun Owners of America (GOA) will likely challenge this bill in court.
- Elect leaders who respect the Constitution. The only way to stop these attacks on our rights is to vote out the radical leftists who are waging war on the Second Amendment.
This isn’t just about guns. This is about freedom. A government that can ban an entire class of commonly owned firearms is a government that can take away any right it pleases. If we don’t stand up now, we risk losing not just the Second Amendment, but the entire foundation of our liberties.
It’s time to draw a line in the sand. SB 25-003 must be stopped.
