House Bill 25-1165 is a radical government expansion that imposes costly new fees on energy producers, expands bureaucratic oversight, and transfers control of underground carbon storage to the state.

This bill:

  • Creates the Geologic Storage Stewardship Enterprise, a new government entity that will impose and collect annual fees on companies that store carbon underground​.
  • Forces private energy operators to pay for long-term site maintenance, even after ownership is transferred to the state​.
  • Allows the government to seize carbon storage facilities after closure, without compensation to the original operator​.
  • Expands regulation of geothermal energy under the guise of “climate action,” increasing costs for businesses​.
  • Mandates more environmental oversight and bureaucracy, making it harder for Colorado’s energy industry to operate​.

This is just another attempt to tax and regulate the energy industry into submission while pretending to “protect the environment.”

My Thoughts on the Bill

Colorado’s radical left is once again using bureaucracy and taxes to target energy producers. House Bill 25-1165 is a direct attack on Colorado’s energy independence, designed to make energy production more expensive, burden businesses with new fees, and give the government more control over private industry.

This isn’t about protecting the environment. It’s about more government control and more money for bureaucrats.

Why HB 25-1165 Must Be Stopped

New energy taxes disguised as “fees” – The government wants to milk the energy industry for cash while pretending it’s for “stewardship.”

State takeover of private facilities – Once a carbon storage site closes, the government seizes ownership, without compensation to the private company that built it.

More regulations, less innovation – Instead of allowing businesses to lead on energy solutions, this bill drowns them in more red tape.

Colorado’s economy depends on affordable energy – This bill increases costs for energy companies and consumers alike.
